Judgment Cannot Remain on the Candidate Page Forever
At 21:00 on Thursday, Gu Ning began writing R17's adoption statement. During the day she had already clarified the object, organized the material, checked the candidate computation, and saved a new reply stating that the reception time still could not be determined. Now she must decide whether to form a current judgment that can be handed over.
Tang Ke said, since the gaps are still many, must we simply continue without reporting a number? Gu Ning said one may continue to report nothing, or one may adopt a rough value under disclosed assumptions. Both choices require explanation; reporting a number does not make the gaps disappear, and leaving the value unadopted does not make the probability zero.
This chapter continues the fictional Chengwan. We explicitly stipulate that Gu Ning forms her first actual probability here; this new judgment does not flow back to 10:00 in the morning. It is a provisional estimate in a thought experiment, not a real statistical survey and not a forecast that has subsequently passed calibration.
The purpose of adoption is to give a limited judgment a usable and checkable position. There is no complete confirmation result at present, the original deadline is still Friday 17:00, and the candidate attached-sentence process is still not implemented. Adoption does not supply facts for these unrealized items.
A Statement First Writes the Object and the Time Point
On paper Gu Ning first wrote R17, the saved first version, the agreed receipt channel, and the Friday 17:00 deadline. The affirmative event still requires explicit and complete acceptance of the task scope, the payment conditions, and the reception period; it is not rewritten as "final cooperation" or "repair completed."
She wrote the information position as the material actually obtained up to 21:00 on Thursday. The 10:00 morning card still carries only the event and the original information boundary; the statistics, the original reply, the note back-check, and the later message that came after each have their own entry times.
This judgment is also not a commitment that conditions will remain effective indefinitely. The original event asked whether the corresponding confirmation was received within the window; later cancellation or modification must be recorded separately according to the object relation. One must not expand the word "confirmation" in the judgment statement at the user's convenience.
A single number detached from these relations may be applied to another question. Clarifying the object is not a redundant preamble but a statement of where this number can actually be placed.
The statement also records that the current adopter is Gu Ning. A later person handing on this judgment may cite the original adoption without writing it as her own independent judgment; if she makes a separate adoption, she records its own time and basis.
Supported Grounds and Gaps Are Listed Side by Side
The statement preserves the historical comparable starting point of eight items with five confirmations, and the conditional frequency of the rough B group of four items with three confirmations. It also preserves the three non-holdings, the other four items whose material stage or window does not correspond, and the four items whose original material is missing; the sixteen registrations are not treated as a complete forecast sample.
R17's 11:20 original reply stated the list was received while the time still needed checking. The station's note, upon back-check, only explains that the station can arrange an alternative slot. The 20:20 new reply states that the commissioning party currently still cannot determine the reception time.
The historical item-by-item A-and-B actual receipt order, and its correspondence to the current degree of pending time, still has gaps. The complete original wording cannot be fully replaced by the rough B table, and the second message cannot be set as an independent fixed deduction.
Placing the support and the gaps together does not require the conclusion always to be vague. It makes the basis of adoption clear: what is a count, what is current direct material, what has not yet been obtained, and what requires extra assumptions.
Gu Ning Sets Two Working Scenarios
To form a rough value, Gu Ning explicitly established two additional candidate models. The first takes the rough B historical clue as its main anchor, assumes that the current pending time does not impose an additional large restriction on the original window's confirmation, and provisionally gives three quarters. It is not an answer that the original table has already verified for the later status.
The second treats the scheduling as the main current restriction, assumes that this restriction is difficult to resolve within the remaining window, and provisionally gives one quarter. This number comes from Gu Ning's extra judgment in the thought experiment, not from a historical material count, nor from a weight supplied by the commissioning party's new original wording.
Both models are forecast proposals given for the same A at the same current information position; they are not two real causes that have been established. Gu Ning does not claim they exhaust all continuation possibilities, nor does she write the model names as facts about the commissioning party.
She adopts them to make the extra judgment visible, not to take the rough B candidate and present it directly as the current final estimate. Readers can concretely ask whether one quarter is reasonable, whether the first assumption is too wide, and whether scenarios that should have been established separately have been omitted.
Equal Weights Are a Choice of This Occasion, Not an Unknown Theorem
Gu Ning provisionally assigned each of the two working models a weight of one half. She explained that these are subjective model weights used for a rough handover on this occasion; they are not derived from the two candidates being equal in number, nor from the multiplicity of gaps.
These weights have not been estimated from model evidence or historical performance, nor are they an established Bayesian posterior. If another recorder thinks the time-restriction model should carry a larger share, she must state her basis, but she need not defer to Gu Ning's equal-weight choice.
The unknown does not automatically become fifty-fifty. This round's equal weighting is only one publicly adopted assumption, submitted to checking along with the two candidate values. It can support a clear working estimate, but it cannot be described as the uniquely reasonable number.
The public disclosure of subjective choices is more checkable than hiding them behind four words meaning "considered overall." Precise weights without sufficient support should remain rough in character; writing them as fractions does not confer extra reliability.
The First Adopted Point Value Is One Half
Under this explicit stipulation, Gu Ning computed one half times three quarters, added one half times one quarter, and obtained one half. She wrote 0.5 as the currently provisionally adopted affirmative probability, rather than leaving it on the candidate computation page.
The one half here does not arise because there are only two outcomes—holding and not holding—nor because the ending is still unknown. It comes from the two publicly disclosed model values and their weights; the choice itself is still rough and unverified.
It is also not a statistical update formed by mechanically subtracting one quarter from three quarters. Although the arithmetic difference is the same, the formation process differs: the old number is preserved in only one candidate model, while the other candidate and both weights contain newly introduced subjective judgments.
This chapter explicitly stipulates that the first formal adoption occurs at this later time. The original 10:00 card and the prior candidate status are unchanged; in the review one must not say Gu Ning was predicting one half from the morning, still less that the formal probability fell from three quarters over the course of the day.
Usability and Reliability Are Separated
The point value 0.5 gives the ledger one actual report that can accept the corresponding check when later outcomes become clear. It is not proved reasonable merely because it can be scored, nor are the material gaps waived merely because it is provisionally handable.
The adoption statement should write the estimation quality separately. The limited historical range, the incomplete checking of conditional correspondence, the subjective handling of the later status, and the unverified model values and weights all constrain the stability of this estimate.
This does not mean attaching to 0.5 a further"reliable probability of 50 percent." The event probability answers the question about A; the estimation quality answers how well we support this representation; the two should not be merged into one item by the same number.
Evaluating the uncertainty of the model itself requires a separately defined object and method. Currently only a verbal statement of quality limits is given, without fabricating a second layer of probability or converting a count of gaps into a degree of confidence.
Check How Changing the Weights Alters the Point Value
Gu Ning ran an additional sensitivity check. If the first higher candidate model carries weight one quarter and the second three quarters, the point value is three eighths, i.e., 0.375; if the weights are reversed, the point value is five eighths, i.e., 0.625.
With the two model values held and the higher model's weight constrained to the range between one quarter and three quarters in this check, the weighted result falls between 0.375 and 0.625. This is the sensitivity range under the selected weight variation, not a statistical confidence interval.
The weight boundaries also come from Gu Ning's checking arrangement on this occasion, not from material proving the true weight must lie within. If weights of zero to one are allowed, or if either model value is changed, the range will differ; if an alternative model is established, the structure may change further.
The purpose of a sensitivity check is to show what choices the point value depends on. It lets the reader know that 0.5 is not robust enough to be used detached from the assumptions, and does not provide a probability guarantee for unknown model weights.
A Range Is Not the Universal Name for More Cautious Numbers
"30 to 70 percent" may refer to estimates under different scenarios, or it may be a subjectively given wide range, or it may come from a formal statistical method. Reporting only two endpoints is not enough for the reader to know how to interpret it.
In this statement, Gu Ning preserved both the adopted point value and the weight-sensitivity range. The point value specifies this actual report; the range shows the result after a particular choice is varied. The two are not presented as two competing formal forecasts.
If the working decision is to adopt only the range, one may write separate range-reporting rules, but later evaluation must follow the corresponding method. One must not, after outcomes appear, pick from the range the most favorable value and call it the original actual adoption.
A wide range does not automatically signal honesty, nor does a narrow range automatically signal accuracy. One must ask how the endpoints were formed, what variation they include, what they exclude, and whether they carry the claimed coverage meaning.
Confidence Intervals Carry a Different Conditional Meaning
The NIST handbook's "What Are Confidence Intervals" explains the confidence level through repeated sampling: under corresponding conditions, if one samples repeatedly and constructs intervals, a stated proportion of those intervals will cover the population parameter being estimated.
This is not a statement of how confident the recorder feels, nor does it turn arbitrary scenario endpoints into intervals possessing that coverage property. To adopt a formal confidence interval, one must state the parameter being estimated, the sample, and the method conditions.
Chengwan on this occasion has not established a corresponding random-sampling and interval procedure, and cannot label 0.375 to 0.625 as belonging to some confidence level. The handbook's concrete population-mean example has likewise not been applied directly to R17's confirmation probability.
Making this explicit does not mean the sensitivity range of this occasion is useless. It has its own checking task; it merely cannot borrow the name of another method to obtain a statistical guarantee that was not constructed.
A Logical Bound Is Also Not This Sensitivity Range
Chapter Fourteen separately set a counting example with all windows closed, the same target, and some outcomes unknown. Given the known affirmative count and the unknown count, a logical bound can be placed on the true proportion holding across the whole.
That bound comes from a definite set of counting possibilities and does not require assigning the same probability to each unknown; but it does not say how R17 stands, nor is it the weighted result under varying model weights.
This chapter's range depends on two subjective model values and the selected weight boundary. It is neither a necessary bound on the number of unknown outcomes nor a posterior parameter range. Different endpoint relations cannot be interchanged merely because both are called a range.
The adoption statement can be shortened to "weight-sensitivity range" while preserving the rule of formation. When the reader knows what the range answers, she is less likely to misread it as the target's true probability having been bracketed.
Conditions Must Be Handed Over Alongside the Number
Gu Ning drafted the handover sentence: up to the material of 21:00 on Thursday, for R17's saved first version, receipt of complete confirmation before Friday 17:00, this round's rough subjective estimate provisionally adopts 0.5; the model values and the equal-weight choice are on the attachment, and have not yet been verified by calibration.
After that she wrote the key limitations: the reception time is still currently unsettled, the historical item-by-item order and the corresponding fields are not fully checked, and the sensitivity range applies only to the specified model weights. The sentence can be shortened, but it should not be left as only "confirmation probability 50 percent."
If the message interface allows only a very brief summary, at least preserve the object, the current time point, the provisional status, and the returnable position. The full conditions can be expanded in the connected record; a number must not appear affirmatively on the first page while the limitations are buried where no one can find them.
Disclosing the conditions does not require every reader to study all the material; it gives an entrance to those who need to check. The shorter the statement, the more important the returnable relation; otherwise a plain expression easily becomes a stock phrase unrelated to the original judgment.
Assumptions Must Not Be Written as Obtained Material
On the adoption page, Gu Ning listed the historical frequency, the current original wording, and the subjective scenarios separately. Three quarters is an observed frequency in the historical rough B group and is also used as a current assumption value in the higher candidate model; both identities must not be omitted.
One quarter has no additional historical count support, and equal weighting has no model-evidence estimation support. These explanations must be preserved alongside the point value; otherwise a later reader may take all the numbers as though they flowed naturally from a single table.
Assumptions can be discussed and revised; the original wording is held as it was actually received. If the low model value is later changed, the commissioning party's sentence should not be rewritten; if the original message is restored, the weights should not be quietly adjusted to make the past look more accurate.
Provisional adoption is thus able to be constrained: debate has a concrete position, revision has a concrete object. Disagreement does not require first invalidating the whole body of material, nor can it simply substitute a more agreeable number for the basis.
When This Statement Should No Longer Be Used
If a new complete confirmation has been received, the original event's holding can become known, and 0.5 no longer represents the same unknown position. If a modified version appears, a new object relation must be established and the old number must not continue to describe the new version.
If a new message explicitly rejects the original period, or if restored documentation reveals that a candidate's applicability was mistaken, the current model and adoption must also be reopened. Changes do not run only downward; an explicit resolution of the time condition could also support a new and higher estimate.
When the original deadline arrives, the check must follow the outcome basis, and the still-unverified status must not be filled in at will. If the original window is not held, non-holding is preserved; if material is missing, pending-verification is preserved, and the point value is not protected by extending the window.
The effective scope of the statement is therefore jointly limited by the object, the information, and the conditions; it is not usable forever simply because a date is affixed. The handover successor must know which changes would remove it from current adoption, rather than mechanically adjusting it by one tenth upon every new message.
After Issuance the Original Version Is Preserved
Once the actual adoption of 0.5 is made, the ledger will contain one numerical report. If new material arrives and a connected new version is formed, the original 0.5 and its then-current conditions remain returnable.
If it is later felt that the model values or the equal-weight choice lacked sufficient basis, this adoption may be explicitly criticized on the revision page; the original report may not be retracted as though it had never been issued. Publicly disclosed assumptions permit checking; they do not provide the assumptions with an identity of permanent reasonableness.
This forecast likewise does not produce two event outcomes by virtue of equal weighting. The two models together form one work report, and R17's original event still has only one corresponding adjudication. Later scoring follows the actually adopted point value and the original target; the candidate models are not each counted as an independent final outcome.
The sensitivity range is preserved as checking material for the basis of adoption. It must not, after the outcome is known, be swapped for a formal point value, nor may one endpoint be said to have been closer to the result and therefore to prove the original forecast was correct.
Adoption Is Not a License for Action
Tang Ke asked whether 50 percent means the commission can be accepted. Gu Ning answered that a probability statement does not directly answer whether to invest equipment, reserve a slot, or bear the consequences of failure. It estimates only how the original confirmation event stands.
Likewise, the sensitivity range is not a proportional scale for the magnitude of action. One cannot convert 0.375 to 0.625 directly into how much resource to invest, nor interpret limited estimation quality as meaning that everything must stop immediately.
These questions require objectives, constraints, possible losses, and exit paths, and are left to the second volume. The first volume delivers a clear judgment that helps the actor understand the material limitations, but it does not choose all arrangements for the actor.
The division of labor does not detach judgment from practice. It lets the judgment be used within explicit relations, without allowing a decision dictated by the work's needs to declare an unverified probability as already sufficiently reliable.
Others Are Allowed to Say This Adoption Is Insufficient
Ye Cheng may think two models too few; Tang Ke may think the low model's one quarter lacks support; a later successor may think reporting nothing continues to be right. These objections all correspond to this choice and do not require first finding an accurate replacement probability.
Gu Ning should preserve which point the objection affects and why she still adopts as she does. Ending the discussion with "this is a subjective probability" is not enough. The subjective label describes the method of formation; it does not make all numbers equally well-grounded.
This provisional adoption is a clearly criticizable thought-experiment choice. It demonstrates how extra assumptions can be disclosed and how a report can enter the ledger; it does not represent a recommendation that any real repair station adopt 0.5 or the equal-weight rule.
If an objection or new material suffices to show the adoption is inappropriate, a later version is modified and the original question is preserved. The adoptability of an adoption comes from permitting concrete checking, not from permanently occupying a formal column.
Decimal Places Do Not Represent Material Precision
This round's point value is written as 0.5 or 0.50; the numbers are the same, and the material support has not increased by adding one more zero. The sensitivity endpoints 0.375 and 0.625 come from explicit fraction arithmetic; the decimal places describe the arithmetic result, not a claim that the current estimate possesses milligram-level empirical precision.
At handover the point value may be expressed as 50 percent while the rough character is stated. If the sensitivity endpoints are rounded for readability, the original checking rule should be preserved, so that the rounded figures do not look like another self-selected range.
For example, abbreviating the two endpoints to "roughly 40 to 60 percent" already loses some arithmetic information. It may serve as a summary, but it cannot stand in for the original endpoints in later computation without explanation. Concise expression and the original values need a connection.
What matters more here is still how the model values and weights were obtained. Precise computation can only guarantee that the given choices were computed correctly; it cannot turn rough choices into precise knowledge. The format of numbers serves expression and does not confer extra reliability on judgment.
Issued Status Differs from Having Participated in Discussion
In the 21:00 discussion, Gu Ning trial-computed models and weights, and Tang Ke and Ye Cheng could raise questions. The formal report is the adoption version finally saved and handed out; every trial computation cannot be described as having been issued to the successor.
Actual issuance also does not require universal assent. If Tang Ke received the statement but still held her opinion on the low model, the record can simultaneously preserve that Gu Ning adopted and that Tang Ke did not independently assent. Accepting a handover document is not the same as issuing an identical forecast.
The later ledger can therefore record one of Gu Ning's actual reports, two readers' receipts and their respective objections, without three participants in the discussion generating three numerical forecasts. If others later make independent adoptions, their issuances and bases are recorded separately.
The information cutoff for this round is 21:00, and the issuance occurred at 21:20. Between those two times there was no new commissioning-party message and no further mainline observation; this too is preserved. If new material actually entered, it should have been checked before issuance to determine whether it affected the adoption, rather than mechanically continuing with the old summary.
Provisional Does Not Mean Indefinite
In RC's internal stance, a limited representation can be adopted provisionally, and the number can be made explicit. What is explicit is the current question and the choice, not a claim that reality has been exhausted, and still less that the remainder has been quantified into some interval width.
We can simultaneously say the current report is 0.5, the formation method is rough, the model conditions are limited, and the sequel needs checking. These statements answer different levels and do not cancel one another by appearing together.
If feedback constrains the assumptions, the values, and the outcomes, it can promote calibration; if it only lets the original report be rewritten to fit the final ending, it may become more rigid. Provisional status must not become a license for the latter.
The adoption statement should let the currently usable and the subsequently revisable coexist. The original report has a position, the pending items have a position, and new material has an entrance; the judgment does not end up as either one polished number or an indefinitely deferred reservation.
At 21:20, Issuing the First Numerical Report
At 21:20 on Thursday, Gu Ning saved and handed to Tang Ke and Ye Cheng R17's first actual numerical adoption: for the saved first version's original-window complete confirmation, she provisionally reports 0.5. The information basis for the adoption is current through 21:00; the two candidate models and the equal-weight choice are explicitly labeled as additional subjective assumptions.
0.375 to 0.625 is separately marked as the sensitivity range under the constrained weight variation and is not called a confidence interval or a logical bound on the true probability. The historical condition table, the two original replies, the station note, and the pending questions continue to be preserved by provenance; the original 10:00 card has not been padded into a numerical forecast.
Complete confirmation has not yet been obtained, and the candidate process is not implemented. The next chapter will let this adoption actually connect to new material and outcome checking, stating which records are preserved, which judgments are reopened, and what kind of limited judgment is being handed to the second volume.
