Individual growth is a continuous process of "trial and error." A baby learns to walk through countless falls. A student truly masters a concept by getting countless exercises wrong. An entrepreneur finds a viable business model through repeated failures. An overly protective educational or social environment that does not permit mistakes will inevitably produce "high-scoring, low-ability," extremely fragile "giant babies" who dare not step outside the lines.
Scientific progress is essentially a "falsifiable" process. A scientist proposes a hypothesis, then uses experiments to desperately try to prove it "wrong." It is through this continuous, systematic process of "making errors" and "correcting errors" that our understanding of the world gradually approaches the truth. In all these scenarios, making the "right" but more "difficult" choice requires the actor to possess an inner "moral compass" that transcends "rule obedience," as well as the "moral courage" to bear the personal risk of "violating the rules."
"Available margin," in an organizational structure, manifests as respect for and protection of this "discretionary power" and "professional autonomy." It trusts that the "humanized" judgment of a conscientious, front-line professional, based on specific context, can sometimes be more "just" and "effective" than any rigid "general rule" formulated by a distant headquarters.
A system that has completely eliminated this "available margin," made "monolithic" by algorithms and rules, will also be a completely "de-moralized" system. In such a system, everyone can "outsource" their moral responsibility to the "system" itself. "I was just following orders" will become the perfect excuse for all "banality of evil."
